Cyclone Inquisitor is the cast-on-crit variant where the spin is the trigger and the real damage is the spell payload firing behind it. Every crit launches a wave of elemental projectiles, and the ascendancy's signature resist-ignore on crit means bosses with elemental-resist phases and map mods that cap your penetration stop mattering entirely. Consecrated ground follows you on kill and keeps regen and crit bonuses ticking for free.

Consider this if you enjoy CoC mechanics, want crit numbers that scale without end, and like the idea of resist simply not existing against you. Not the right pick if you want a clean pure-melee Cyclone (that's Slayer), if CoC's rate-limit dance sounds fiddly, or if you want a stable league-start — the build's reference shells shift heavily between tiers, and the real CoC identity only lands once the Energy-Blade-and-low-life or Frozen-Legion payload comes online.

Is this build for me
Strengths
  • +Inevitable Judgement ignores enemy elemental resistance on every crit — resist-phase bosses and elemental-resist map mods stop mattering once it's live
  • +Righteous Providence + Instruments of Zeal (on consecrated ground) push spell crit chance to the cap for the CoC payload
  • +Crown of the Inward Eye at endgame gives 21% increased max life / mana / global ES + three Transfigurations — a triple-stat helmet that scales the whole build
  • +Divine Shield keystone at 50-70% meta share across endgame + aspirational covers a chunk of incoming damage via ward-like sheet
  • +Pious Path consecrated ground follows on kill for permanent regen + the resist-ignore trigger
Weaknesses
  • The tier references are genuinely not consistent Cyclone builds — early mapping runs Holy Hammers warcry slam, endgame runs Lancing Steel of Spraying CoC with Energy Blade, aspirational runs Frozen Legion CoC. "Cyclone Inquisitor" is a loose label covering multiple CoC archetypes
  • CoC builds are harder to balance than pure-hit builds — the Cyclone attack rate has to align with CoC's cooldown, spell crit has to be separate from attack crit, and the payload spell's own mechanics dictate scaling
  • Chaos damage is the main hole — chaos res sits at -52% on the early-mapping reference and only 27% by endgame
  • Energy Blade + Rathpith Globe loop at endgame is a low-life + self-damage commitment that bites without Petrified Blood-style support

What to work on next
  1. Act 1: run Molten Strike
Inquisitor starts Str/Int; Molten Strike works on any 1H mace or sword and scales with your eventual crit + fire conversion identity. Leap Slam as travel from the Medicine Chest reward. Ancestral Call Support from Brutus. Added Fire Damage Support ties into the early elemental theme.
  2. Act 2: run Molten Strike
Pick up Herald of Ash from Yeena — overkill burn damage shotguns with Molten Strike's projectiles. Elemental Damage with Attacks Support at L38 replaces Added Fire Damage Support. Slot Cast when Damage Taken + Steelskin for panic defense. Take "Kill all" bandits for +2 passives.
  3. Act 3: run Sunder
Swap to Sunder for heavier shockwave clear once you have a 2H mace (or stick with Molten Strike if you found a good 1H mace — both work). Grab Anger from the Library quest as your main fire-damage aura and keep Clarity at low level. Ancestral Protector totem for boss fights. Lab 1 in Act 3: Righteous Providence — the first chunk of crit chance and the scaling you will build around.
  4. Act 4–5: run Cyclone
Cyclone gem unlocks at L24 from Lady Dialla (Act 4 Kaom reward). Slot it into your 4-link with Elemental Damage with Attacks Support + Infused Channelling Support + Added Cold Damage Support (or keep Added Fire Damage Support if your weapon is fire-themed). Infused Channelling Support gives both damage and physical-damage mitigation while channeling — huge survival layer for a class with no innate armour. Do NOT slot Multistrike Support.
  5. Act 6–8: run Cyclone
Layer in Hatred alongside Anger for two-aura elemental stacking — both scale the attack's flat elemental damage, which is exactly what a crit-Cyclone wants. Inspiration Support at L31 brings mana sustain plus elemental penetration — best fifth support slot available. Lab 2 in Act 6: Inevitable Judgement — crits now ignore elemental resist. This is the moment the build's damage ceiling jumps from "decent" to "scary".
  6. Act 9–10: run Cyclone
At 5-link, add Increased Critical Strikes Support if your crit chance is under 50% (you want to hit closer to 80-95% to trigger Inevitable Judgement consistently). If crit chance is already high from tree + weapon, run Increased Critical Damage Support instead. Lab 3 in Act 9: Pious Path — permanent consecrated ground follows you, giving free life regen and attack speed (via Instruments of Zeal later). Cap 75% resist on all three elements before entering maps.

Uber Lab at L68 for Instruments of Zeal — the final ascendancy closes the loop: you stand on permanent consecrated ground (from Pious Path), the ground gives attack speed (from Instruments of Zeal), and the attack speed feeds more crits which are resistance-ignoring (from Inevitable Judgement). The 6-link chest is the biggest damage spike — rare 6-link armour with life, ES, and resists trumps most uniques. Exceptional Support gems in 3.28 include strong crit-scaling replacements — check poedb.tw before committing to a 6L gem layout.

How leveling works

Cyclone on an Inquisitor is the elemental-crit melee flavour of the skill — you scale critical strikes, convert physical hits to elemental damage via weapons or rings, and abuse Inevitable Judgement to ignore enemy elemental resistances on crits. It is the cleanest "crit Cyclone" in the game: you do not have to fight the crit/resistance interaction because your ascendancy solves it for you. On the defensive side, Pious Path gives you permanent consecrated ground with strong life regen, and Instruments of Zeal adds attack speed while you stand on it — meaning your DPS is highest when you are also tankiest.

The Inquisitor ascendancy order you are grabbing is Righteous Providence (crit chance + strength/intelligence damage), Inevitable Judgement (crits ignore enemy elemental resistance — the build-defining node), Pious Path (permanent consecrated ground follows you), and Instruments of Zeal (attack speed + damage on consecrated ground). Inevitable Judgement is the reason you are playing Inquisitor — no other ascendancy gives an elemental attacker this much effective damage against map bosses with scaled resists.

Cyclone gem unlocks at L24 and is bought from Lady Dialla as your Act 4 reward (or Siosa's library in Act 3), so you level with Molten Strike or Sunder through the early acts. Inquisitor is a Templar start, so you can also dip into Flameblast or Arc spell leveling if you prefer casters — but since the endgame is melee crit, the straight-melee leveling path transfers more gear and gems cleanly.

Critical gem-compatibility rule: Cyclone is channeled. Multistrike Support does NOT work — the support only affects non-channeled melee attacks. Support the main link with Elemental Damage with Attacks Support, Inspiration Support, Infused Channelling Support, and either Increased Critical Strikes Support or Increased Critical Damage Support depending on whether your crit chance or crit multiplier is the bottleneck. A Tabula Rasa for campaign and any high-elemental 1H will carry you to maps — real crit gear starts after the Uber Lab.

Gear while leveling
  • · Weapon: a 1H sceptre, mace, or sword with high flat elemental damage ("adds X to Y fire/cold/lightning damage to attacks"), attack speed, and a crit roll (local crit chance prefix or "increased critical strike chance" suffix). Elemental weapons outscale physical ones on this build because of Inevitable Judgement.
  • · Body armour: a Tabula Rasa for campaign if affordable — guaranteed 6-link. Endgame is a rare 6-link armour/ES hybrid with life and resists.
  • · Helmet/gloves/boots: life + resists + either ES or armour. Inquisitor has no innate armour, so resists and life matter more than you are used to if coming from Slayer/Gladiator. Labyrinth enchants on the helmet for Cyclone damage or attack speed.
  • · Rings/amulet: life + resists + attack speed + crit multiplier if available. A Call of the Brotherhood ring pair provides physical-to-cold conversion, but on Inquisitor you may prefer pure crit/ele rings since the ascendancy already handles elemental conversion from your weapon rolls.
  • · Belt: Heavy Belt or Leather Belt with life + resists. Stygian Vise with an abyss jewel slot is the endgame goal. No unique belts needed during leveling.
  • · Flasks: a life flask with "of Staunching" (bleed removal), a quicksilver, a diamond flask (essential for crit-based builds — removes crit chance variance), a silver for attack/cast speed, and a granite/basalt for physical mitigation.
  • · Shield: a rare shield with life, resists, ES, and ideally "global critical strike multiplier" once you commit to the crit path. Shields are optional during leveling (Tabula Rasa pathing), but a high-ES shield becomes a core defensive slot in endgame.
Weapon progression

Use vendor-recipe 1H weapons with any flat elemental or physical roll through Acts 1–5. Once Cyclone is online and you have taken Inevitable Judgement in Act 6 Lab, the weapon priority pivots hard: you want a 1H with high flat elemental damage, attack speed, and crit. The endgame target is a crafted or bought rare 1H with two or three flat elemental prefixes, an attack speed suffix, and a crit chance suffix — OR The Queen's Hunger's variants of elemental weapons if a league-specific unique drops. Oro's Sacrifice is a fire-conversion alternative but pushes you into ignite-Cyclone, a completely different scaling tree — only go that route if committed from the start. None of these are leveling priorities; get to maps first with any elemental 1H you can craft or buy, then shop for an upgrade.

Watch out for
  • ! Multistrike Support does NOT work with CycloneCyclone is channeled. Do not slot it. Use Infused Channelling Support, Inspiration Support, and crit-scaling supports instead.
  • ! Inevitable Judgement only ignores resists on CRITICAL strikes. If your crit chance is low (under 50%), a huge fraction of your hits do not benefit from the node and the build underperforms dramatically. Push crit chance to 80%+ via tree, weapon, and Increased Critical Strikes Support, and always run a diamond flask to remove variance.
  • ! Pious Path's consecrated ground is permanent and follows you — which means Instruments of Zeal's attack-speed bonus is always active in maps. If you skip Pious Path for another fourth-lab node, you lose the build's biggest passive attack-speed stacking. Take it.
  • ! Resolute Technique is a trap for this build — it removes your ability to crit, which zeros out Inevitable Judgement and collapses the entire damage model. Never take it, even on the way through other nodes.
  • ! Inquisitor has no innate armour, leech, or evasion — the class-side defenses are consecrated ground regen and crit-based energy shield recovery. Cap 75% resist on all three elements before maps, invest in life nodes, and do not skip Cast when Damage Taken + Steelskin.
  • ! 3.28 brings Exceptional Support gems — check the current support list on poedb.tw before committing endgame currency to a 6-link layout, especially the Exceptional replacements for Inspiration Support and Increased Critical Strikes Support.

What to work on next
  1. If you're copying the reference, commit fully to the warcry-slam identity until you can pivot — don't half-measure into Cyclone before a dedicated weapon swap
  2. If you're running actual Cyclone, hunt a converted-phys weapon or Hegemony's Era for the block implicit + crit
  3. Keep Inevitable Judgement as the fourth ascendancy pick no matter which variant you run — resist-ignore on crit is the Inquisitor's identity

How this stage plays (mechanics, defences)
Mechanics

The L79 reference is playing a Holy Hammers warcry slam, not Cyclone. The 6-link in the Saintly Chainmail runs Holy Hammers + Melee Physical Damage Support + Overexertion Support + Pulverise Support + Fist of War Support + Physical to Lightning Support, paired with Autoexertion Support + Seismic Cry + Intimidating Cry + Infernal Cry in the weapon. The Hegemony's Era Judgement Staff + Ashes of the Stars amulet + the warcry stack are classic exerted-slam Inquisitor mechanics. Cyclone is technically slotted elsewhere on the character but the picked reference builds around Holy Hammers' warcry exertion, not a channelled cyclone.

The Inquisitor ascendancy is still already at four nodes: Pious Path, Sanctuary, Inevitable Judgement, Righteous Providence — which means if you're actually trying to play Cyclone Inquisitor at this tier, the ascendancy scaffolding is where the median character sits, it's just the skill mix that varies. Inevitable Judgement is the defining ascendancy pick here; every crit lightning hit ignores enemy elemental resistance. For an actual Cyclone leveling plan, a 5-link or 6-link with Cyclone + Pulverise Support + Physical to Lightning Support + Increased Critical Damage Support + Melee Physical Damage Support is the template most of the tier's non-warcry builds use. The tierData shows Physical to Lightning at 60% meta share and Pulverise + Shockwave both at 60% — the supports list is closer to a Cyclone plan than the picked reference's gem layout.

Defensive layers

28.6k EHP, 4.4k life, 68% block + 17% spell block, 36% physical damage reduction. The staff's +25% attack block implicit + +6% block while wielding staff + a Corrupted Soul (transformed from Mind Over Matter) keystone produces the block wall. Resists are all overcapped (+52/+77/+106 overcap on fire/cold/lightning) so curses and penetration can't break the cap. Chaos resist at -52% is the obvious hole — typical of this archetype at the transitional tier and closed later through The Ivory Tower or other uniques. Molten Shell via Cast when Damage Taken Support auto-guards. Pantheon is Brine King + Garukhan.

What it feels like

For the reference character: warcry slam. Walk up, trigger Autoexertion SupportSeismic Cry + Infernal Cry + Intimidating Cry, slam Holy Hammers, watch packs evaporate. For a player actually following a Cyclone Inquisitor plan at this tier, the feel is melee crit Cyclone with the Inquisitor's consecrated-ground auto-regen under Pious Path and resist-ignore on every crit via Inevitable Judgement — walk through packs holding left-click, stand on consecrated ground for the +100% crit chance bonus from Instruments of Zeal.

Endgame L85–94

What to work on next
  1. Endgame pivots hard — out go the warcries, in comes Lancing Steel of Spraying + Cast On Critical Strike Support + Ice Spear of Splitting + Eye of Winter as a CoC package. The weapon becomes an Energy Blade (the one-handed auto-generated lightning weapon) and the off-hand is Rathpith Globe — the low-life CoC spark template. Crown of the Inward Eye + The Ivory Tower + Shaper's Touch all land together.
  2. Pick up Forbidden Flame + Forbidden Flesh allocating Instruments of Virtue or Inevitable Judgement — 43% of aspirational runs this combo for free ascendancy scaling
  3. Roll a better Brutal Restraint under Balbala with more passives converted to The Traitor + crit multi
  4. Hunt a Watcher's Eye with Precision crit multi + Discipline ES-on-hit — both lines slot directly into the CoC + ES-stack loop

How this stage plays (mechanics, defences)
Mechanics

The 6-link in The Ivory Tower runs Lancing Steel of Spraying + Cast On Critical Strike Support + Increased Critical Damage Support + Spellblade Support + Eye of Winter + Ice Spear of Splitting. This is a CoC Lancing Steel / Ice Spear build using Cyclone as a secondary trigger option, not a pure Cyclone hit build. The Energy Blade one-handed weapon generates 233 to 4664 lightning damage on the weapon itself, Spellblade Support converts that weapon damage into the CoC spells, and Cast On Critical Strike Support triggers the spell payload on every crit tick.

Rathpith Globe off-hand adds +14% spell block, 10% max life, and +5% spell crit chance per 100 max life — the big life pool becomes the crit source. Crown of the Inward Eye adds 21% increased maximum Life, Mana and Global ES plus three Transfiguration lines that convert stats between pools, multiplying everything on the character. Shaper's Touch on gloves pumps accuracy + mana + ES from the Str/Int sheet. Kalandra's Touch on ring 2 mirrors a rare helical ring with +98 Int and +22% all ele res, doubling its value. Eyes of the Greatwolf amulet (88% aspirational meta via tierData — here appearing already at endgame) adds 32% increased attributes and 16% increased max life with doubled implicit magnitudes.

Ascendancy is Instruments of Virtue + Augury of Penitence + Inevitable Judgement + Righteous Providence. Instruments of Virtue adds +30% more spell damage while holding a melee weapon — which Energy Blade is — and spell-non-attack scaling. Inevitable Judgement means every CoC-triggered crit strips resist. Tree runs Pain Attunement + Zealot's Oath + The Traitor (from a Brutal Restraint timeless jewel) + Blood Magic + Iron Will + Eternal Youth — a huge keystone pile enabled by multiple Impossible Escape / Brutal Restraint jewels. Unnatural Instinct replaces small passives for unallocated bonuses. Spectres + Animate Guardian in the helmet tank hits and run auxiliary auras.

Defensive layers

44k EHP, 9.1k life, 11k ES, 45% block, all resists capped with 27% chaos. The life + ES stack is fed by The Ivory Tower's +32 ES per 100 reserved life, Crown of the Inward Eye's triple-pool scaling, and Shaper's Touch's Int-to-ES + Str-to-mana conversion. The Ivory Tower's chaos-from-mana rule plus Coruscating Elixir during phase transitions blocks chaos one-shots. Arctic Armour + Discipline + Vitality + Precision + Purity of Elements all run via Eternal Blessing Support reservations. Sanctuary + Pious Path self-sustain consecrated ground for regen + bonus-crit. Pantheon is Solaris + Ralakesh.

What it feels like

Cyclone feeds the crit clock — every tick generates hits, hits generate crits, crits trigger the CoC payload. At 100% crit chance and 5.04 crit multi, every single attack is a crit, so CoC's cooldown (150ms default) is the actual rate-limit. The spell payload spreads Lancing Steel projectiles + Ice Spear shatters + Eye of Winter orbs across the screen. Inevitable Judgement makes every triggered spell ignore resist. Single target is stand-on-boss-and-channel because all three spells overlap their damage on a single-target position. Flame Dash covers mobility. Automation + Convocation keeps spectres / Animate Guardian on top of the player. The feel is aggressive CoC caster wearing Cyclone as the trigger.

Aspirational L95–100

What to work on next
  1. Aspirational keeps the CoC-Cyclone skeleton but swaps payload: Frozen Legion replaces the Lancing Steel / Ice Spear / Eye of Winter stack as the main CoC-triggered spell. Energy Blade + Rathpith Globe are gone — the weapon is a rare Judgement Staff (Golem Pole) and the off-hand is gone too (two-handed). Divine Shield keystone at 70% meta share becomes the defensive spine, and the build re-embraces the slower, stat-stacking aspirational Inquisitor template.

How this stage plays (mechanics, defences)
Mechanics

The 6-link lives in the weapon: Frozen Legion + Elemental Damage with Attacks Support + Melee Physical Damage Support + Pulverise Support + Elemental Focus Support + Damage on Full Life Support. The body armour 6-link runs Cyclone + Pulverise Support + Fortify Support + Shockwave Support + Melee Physical Damage Support + Physical to Lightning Support — this IS a Cyclone hit 6-link, not a CoC trigger. The picked reference is running Cyclone as its own damage skill with Frozen Legion as a weapon-swap burst.

Golem Pole Judgement Staff rolls 196% combined increased phys damage, Adds 35-74 phys, 7% attack speed, +37% crit multi, and +40% crit multi vs rare/unique. Physical to Lightning Support on the Cyclone 6-link converts 50% of phys to lightning, enabling Inevitable Judgement's resist-ignore on the Cyclone hits themselves. Hatred + Herald of Ash + Herald of Purity + Precision all reserve simultaneously. Blood and Sand toggles to blood stance for melee damage. Mark On Hit Support + Assassin's Mark in gloves auto-curses. Leap Slam + Frostblink handle mobility.

Ascendancy is back to Pious Path + Sanctuary + Inevitable Judgement + Righteous Providence — the classic Inquisitor Cyclone stack without Augury of Penitence. The tree picks up Spiritual Aid, Endurance, Versatility, Butchery, Battle Trance, Holy Dominion, and Steelwood Stance — a two-hand melee package. Jewels are staff-specific rares with +3% block spell while wielding staff + +15% melee crit multi stacked across three sockets. Divine Shield keystone is the defensive spine.

Defensive layers

71k EHP, 4.1k life, 17.6k armour, 65% physical damage reduction, 75% block, 50% spell block, all resists capped with 66% chaos. Divine Shield is the key — the keystone adds a ward-like buffer (-30% armour, gain ward) that absorbs hits before they touch life. The staff's +25% attack block + Counterweight tree notable + the block-from-res jewels push block to cap. Rumi's Concoction-equivalent block flask uptime covers single-target telegraphs. Molten Shell via CwDT auto-guards. Purity of Elements keeps ailment-immunity permanent. Chaos res at 66% is a big improvement over the endgame's -52% — aspirational gear density (rare helmet at +22% chaos res, chest at +26%, belt at +30%) closes that gap. Pantheon is Brine King + Ryslatha.

What it feels like

Two-hand staff Cyclone with a CoC-Frozen-Legion swap option. 2.3M DPS, 85% crit, 5.44 crit multi, 1.1 cyclone APS (which is slower than typical — the picked reference has a low APS relative to the tier's median). Walk forward, hold left-click, Cyclone ticks and every crit self-triggers Frozen Legion via Cast On Critical Strike Support on the weapon swap. Inevitable Judgement's resist-ignore means pinnacle bosses with elemental resist phases simply don't have resist phases. Mageblood-equivalent flask permanence pushes block + crit + action speed permanently. Herald of Ash's overkill-chain + Herald of Purity's minion army keep screens cleared. The feel is slower than the Slayer Cyclone (lower APS) but every hit lands harder and every crit is free damage through resist.
